Introduction
Today more than ever before, universities and colleges across Canada are experiencing unprecedented enrolment challenges. While the concepts underlying the practice of strategic enrolment management (SEM) are universally acknowledged, and the contemporary issues and trends affecting higher education systems across the nations are commonly shared, the development and implementation of SEM strategies are influenced by local and national environmental conditions. This monthly e-newsletter highlights new research, emerging developments, and resources of relevance to strategic planners and enrolment management professionals within Canada's higher education system. 1. THE CHANGING LANDSCAPE OF POSTSECONDARY EDUCATION IN CANADA
|
- Education in Canada- This July 2008 publication by the Council of Ministers of Education, Canada provides an excellent overview of Canada's education systems. http://www.cmec.ca/international/educationcanada.en.pdf
- Canada gets a "B" in education: In its report How Canada Performs: A Report Card on Canada, the Conference Board of Canada gave the country a "B" in education and skills, down from last year's "A." While Canada boasts a strong high school graduation rate and its PSE completion is the best among 17 peer nations, about 40% of working-age adults have low literacy skills. In order to boost its grade, Canada needs to improve access to education and skills outside the traditional school system, as well as increase the number of "high-end" PhD graduates it produces. http://sso.conferenceboard.ca/HCP/default.aspx
- Emerging Trends in Canadian Post-Secondary Education: In Ken Steele's keynote presentation to the 2008 ARUCC Conference, "Harnessing the Winds of Change," he shares his perspective on emerging trends in the higher education marketplace, and his conviction that we either draw inspiration from the winds of change, or get blown away. http://www.academicagroup.com/ARUCC-2008.
- State of Learning in Canada: Toward a Learning Future: This July 2008 report released by the Canadian Council on Learning provides an overview of how well Canadians are equipped to meet the demands of our collective future. Divided into four chapters, each one provides an overview of the state of learning for Canadians at key stages in the life cycle. RECENT DEVELOPMENTS ON THE PROVINCIAL FRONT
- Manitoba - The provincial government announces a commission on Tuition Fees and Accessibility to Post Secondary Education. Check this site for regular updates on the commission's activities. http://www.postsecondarycommission.mb.ca/
- Ontario- While university colleges become a designation of the past in B.C., the Ontario Ministry of Training, Colleges and Universities recently approved a new university college designation for the University of Waterloo-affiliated Renison College. Renison News
- New Brunswick- The government of New Brunswick recently released its report: Be Inspired. Be Ready. Be Better. The Action Plan to Transform Post-Secondary Education in New Brunswick. http://www.gnb.ca/Promos/PSE

2. THE EBB AND FLOW OF POST-SECONDARY DEMAND

- Enrolment in Canadian public elementary and secondary schools dropped three per cent between school years 1999/2000 and 2005/2006.The only province to report an increase was Alberta, where enrolment increased 1%... 3. NEW REALITIES FOR STUDENT RECRUITMENT AND MARKETING

- 3/4 of Canadians will be online regularly by 2012: A new Statistics Canada survey concludes Canadians are making greater and broader use of the Web, but there exists a "digital divide" among groups based on age, income, education and location.

4. RECENT RESEARCH ON STUDENT PERSISTENCE AND SUCCESS
|
- New research on access to and persistence in Postsecondary Education in Canada: The Measuring the Effectiveness of Student Aid Project, or the MESA Project, is a four-year research effort being conducted through the Educational Policy Institute and the School for Policy Studies at Queen's University on behalf of the Canada Millennium Scholarship Foundation. The first set of working papers in a series of new research in the area of post-secondary education in Canada have been released. http://www.mesa-project.org/publications.html
- More students "swirl" their way through PSE: A Statistics Canada study finds nearly half of Postsecondary Education students switch programs or schools or take time off before completing their education. About 25% of college students switched or interrupted their studies, compared to over a third of their university counterparts. Globe and Mail. Article must be purchased.

5. TRENDS IN FUNDING AND CAPACITY PLANNING
|
- Are Canadian Universities Underfunded? -A new report released by the Association of Universities and Colleges of Canada (AUCC) provides international comparisons and finds that overall spending that goes towards classroom teaching and research have dropped significantly in Canada since the 1980s and have remained virtually unchanged since 2000. - Herman Miller, Inc., and the Society for College and University Planning Reveal New Trends Affecting Higher Education Learning Spaces: Student expectations surpassed technology as the number one factor driving new needs for higher education learning spaces, according to higher education planning professionals in a March 2008 survey. - New Canadian SEM Resource Website: The University of Windsor is hosting a new resource website on Strategic Enrolment Management in Canada. This new website has been created as a focal point to gather Canadian enrolment management literature and to develop further support for and discussion about SEM in Canada. www.uwindsor.ca/sem
- EDge Interactive has launched a new website, called GradSchoolFinder.com. This website enables prospective graduate students to search for schools in Canada offering masters and doctoral (PhD) degrees in business & management, medicine, engineering, computer science and more.
