Many post-secondary institutions in Canada are investing in international student recruitment as a means of diversifying their enrolment mix while also enhancing their revenue stream. In the last decade, the enrolment of international students has grown rapidly within Canadian universities and colleges.

In 2006, approximately 70,000 full-time students were registered in Canadian higher education institutions, representing 7% of full-time undergraduate students and almost 20% of full-time graduate students. In 2004, ten countries accounted for 60% of international student enrolment in Canada, including: China, USA, France, India, South Korea, Iran, Japan, Hong Kong, Mexico, and Pakistan. However, competing countries' success in attracting and retaining international students is impacting Canada's visa student numbers (Source: AUCC, 2007, Trends in higher education: enrolment, pp.16-17).   • UoGuelph vet college targets international students with videos: As part of a campaign to recruit foreign students, the Ontario Veterinary College at the University of Guelph has produced 3 videos featuring testimonials from current students who hail from the US. In the videos the students discuss why they chose to attend OCV, their experience at the college, and what they like best about Guelph and Canada. Read more
  • uWaterloo Senate votes yes to Emirates campus- The plan is to operate 2+2 programs in which students spend their first 2 years of study at the Dubai site, then come to Waterloo for the last 2 years. The initial programs are to be chemical and civil engineering. Read more
  • Manitoba- Provincial Government Announces International Education Strategy- The strategy focuses on ways the provincial government can help build the capacity of Manitoba's educational institutions to pursue and succeed in international education initiatives. An accompanying website provides foreign students an overview of living and studying in Manitoba, and includes resources for domestic students interested in studying and working abroad. Read more

  THE EBB AND FLOW OF INTERNATIONAL ENROLMENT AT CANADIAN INSTITUTIONS
  • Number of foreign students at U de M doubles in 10 years- The number of foreign students at Montreal universities has soared in the last decade, buoyed by aggressive recruiting campaigns and a global hunger for post-secondary education. Foreign students at the Université de Montréal doubled between 1998 and 2008, accounting for 5,600 of the school's 56,000 students, including its affiliated schools, the école Polytechnique and HEC Montréal.   • B.C. #1Canadian Destination for International Students: B.C. is the number one destination of choice for international students coming to Canada, announced Advanced Education and Labour Market Development Minister Murray Coell during International Education Week. In the last year, the province has drawn about 30% of all students who come to Canada. This is the first time the province has surpassed Ontario in the number of initial entries of foreign students.   • Foreign student numbers grow on P.E.I. - P.E.I.'s post-secondary schools are attracting an increasing number of students from outside Canada. Read more
  INTERNATIONAL STUDENT RECRUITMENT WITHIN A GLOBAL CONTEXT
  • Focus on foreign students: Canada will `substantially' boost number it allows, immigration minister says, noting Australia's lead- Immigration Minister Jason Kenney announced that Canada will "substantially increase" the number of international students it admits this year...Kenney says universities are pressing for the increase, because foreign students are "a source of revenue," given that they pay the highest tuition fees.   • Canada: a Passport to Higher Ed, at Lower Cost- As the US economy heads south, growing ranks of New England students are looking north to Canada as a college destination. Read more
  • Rap video promotes UK education to Indian youth: The British High Commission in New Delhi has produced a rap video as part of a campaign to encourage Indian students to consider the UK as an education destination. The video educates youth on making a proper visa application by urging students to seek out British Council-certified agents, as well as warning them about slick salesmen who give phony advice.   • UK: University Boots Out 46 Overseas Students With Forged Qualifications-
    Almost 50 overseas students were kicked out of a university {yesterday} after they were found to have forged their qualifications to gain entry. Read more
  • The Bologna conundrum: The Bologna process will have far-reaching effects on European higher education, but its impact on Canada is still unclear- The process may complicate student mobility between Canada and Europe and may also affect Canadian universities' efforts to recruit international students, but no one can say for sure.   • Forced to Downsize, Cal State Campuses Reject Thousands of Eligible Students. Faced with severe budget cuts and an increase in applications for this fall, nearly half of California State University's 23 campuses may have no choice but to turn away students who would normally be promised admission.   • Vermont: Canadian Colleges Attract With Low Costs; Some Vermonters Head North for Degrees -More Vermont high school students are checking out Canadian schools in this ailing economy, hoping to find bargain tuition and international flavor relatively close to home, local guidance counselors say.   • India -American Dream' tarnished for young Indians- Indians have since 2001 been the largest foreign student population on U.S. campuses, comprising around 15 per cent of all international students at colleges and universities in the United States, according to the U.S. Embassy in New Delhi. But now, the economic crisis that has sent the U.S. economy into its worst recession in decades, has tarnished the sheen of the ‘American Dream' for many Indians who are opting for university studies and career opportunities at home.   • Colleges scour China for top students- Many US universities have begun recruiting in China in recent years, but those efforts have tended to focus on high school visits or university fairs, and none have generated the slew of Chinese media attention that Harvard garnered last month. At a math competition in Beijing, representatives from Harvard, Brown, and Stanford touted liberal arts education, research opportunities, American dorm life, and the promise of full scholarships.   • China Moves Up to Fifth as Importer of Students - Foreign student enrolment is increasing significantly in China. Between 1997 and 2007, the number of international students attending Chinese universities jumped from 39,000 to 195,000. Read more (subscription required)
